Work is moving forward at the site of a planned parking structure and apartment complex near the Boscov's department store in downtown Binghamton.

The proposed $60 million project was dealt a setback a few weeks ago when the city school district Board of Education rejected an unusual tax break package for the developer.

Although the tax plan was not approved, the city is proceeding with work on the garage portion of the Water Street facility.

Excavation work and pile driving operations have been underway at the site in recent days.

A large construction crane was erected Monday on the spot where a city-operated parking facility had stood for several decades.

The old garage was shut down in December 2021 because of safety concerns. It was torn down the following year.

The parking and residential project was announced by then-Mayor Richard David in September 2021. The plan called for the construction of a 549-space garage with a 122-unit apartment complex in five stories atop the parking facility.

Mayor Jared Kraham was not immediately available Monday afternoon to discuss the revised plans and current timetable for the Water Street project.
